I will be happy to assist you. I looked the model number you submitted. According to the instructions, you will need to remove the pulley to replace the belts. Removing the pulley give you enough room to take the old belt off to install the new on. One thing I recommend going before reinstalling the pulley is coating the shaft with grease or anti seize. This will keep the pulley from rusting on the shaft. I recommend following the belt replacement instructions in the manual.  If you need to order the belts, you can do so from the following link. Replacement parts for a Craftsman tiller model 247.29930.

Thank you for your question on the tiller engine problem.

I apologize for the problem you are having with the tiller engine. I will be happy to look into this problem since you have had two of the same problem.

I cannot imagine what is causing the problem with your new tiller engine not wanting to start or pull over after running the first time.

If I understand you correctly, you are saying the when you pull on the starter rope the engine will not turn over and acts like the engine is stuck?

If you can remove the spark plug and then you can pull over the engine over freely I would say that you are having a hydraulic lock on the engine.

When you pull the dipstick on the oil filler tube it should not be above the full mark on the bottom of the dip stick. If it is higher than that it could be pulling oil into the cylinder causing a lock up issue.

Please give me a little more detail of the problem and also the serial number of the tiller so I can consult with the manufacturer about the problem you are having.

We have not had any other reports of this problem and I would like to make sure that we get to the bottom of this issue if it is a new problem.
