I don't have an illustrated procedure or video for that repair. You can open the face cover plate as shown below. You can view the parts diagram for the machine through this link: Kenmore Sewing Machine Model 148.15600 Repair Parts.  Your details indicate that you have already viewed the parts diagram. 

 

There appears to be a set screw (Key 35 on the Base Assembly Page) that holds the tension dial in place. You may be able to loosen that set screw and then remove the tension dial. You may have to remove other components to access that set screw. It is difficult to tell from just looking at the parts diagram and not being able to physically see the components in the sewing machine.

Based on your symptom, it would be difficult to say for sure what component needs adjusting or replaced. We do no have a service manual for this older model sewing machine. If you do not have the user's manual I added a link to your owner's manual that may be helpful in setting the controls. It could be just a setting correction on one of the knobs too.

Unplug the sewing machine and remove the top and bottom covers and inspect the feed dog mechanism and the straight stitch mechanism. Rotate the stitch length knob and watch the mechanism moving the components and you may be able to see why it will not adjust to a longer stitch. I recommend taking the sewing machine in for repair.
