I am sorry you are having a problem with the mower. I suspect you are asking if anything connects to the throttle shaft on the carburetor. If this is indeed what you need the answer is yes. There should be a rod that connects to the governor lever on one end and to the throttle shaft on the other. I posted an image below that shows how the rod is connected. Click on the image to enlarge it. Once you have the rod connected, place the gaskets between the engine block, air baffle, and carburetor. While holding the parts in place, secure the carburetor with the studs.
