Could my oven safety valve be bad? 1197438810 Kenmore Kenmore gas range

Thank you for your question and I understand your concern.

The model number provided does not come up in imaging system. I will use model 119.7438810 which is likely the same model.  You can click on the link above and see a parts image of the model.

Partially blocking the oven vent on your Kenmore gas range model 119.7438882 would not prevent the oven from heating up properly or prevent it from maintaining a desired temperature.

The most likely failure is a weak glow bar oven igniter. When the oven igniter comes on, the igniter must glow red hot and it must pull enough current/amperage to open the oven gas valve. When an oven glow bar igniter becomes weak, it may pull enough current the first time the oven is turned on but once the oven burner cycles off and it's time to bring on the bake burner again, the igniter will glow but it will not pull enough current/amperage to open the oven gas valve and ignite the burner.

Open the broiler drawer and start a bake cycle. Watch the oven igniter operation for a few cycles. If you find the glow bar glowing red and the oven gas valve does not open and ignite, the oven glow bar igniter is weak and it will need to be replaced.

The oven floor can likely be removed from inside the oven cavity to access and replace the oven bake igniter. Disconnect the power cord from the power source before servicing. 

You can cut the two wires near the igniter itself and use the ceramic wire nuts supplied with the new igniter to splice the wires together.
