Typically the thermal fuse fails when there is restriction or blockage in the venting system. Also it can be caused by a shorted heating element or a clogged lint filter. Remove the lint filter and wash the screen with warm soapy water and a soft brush like an old tooth brush. Disconnect the vent hose and then start the dryer to confirm the air flow. You can also check the operating temperatures using a thermometer with the vent hose disconnected from the dryer. The operating temperature when set to HIGH HEAT should average around 150 degrees. If the heat does not drop after reaching around 150 you may have a grounded heating element or a defective operating thermostat. If your dryer continues to run with the vent off, you most likely have a restricted vent. Do not continue to use your dryer with the vent disconnected, this is for testing only.

Replacing the machine electronic control board (part W10111623) usually repairs the condition where the F1 code is displayed. That F1 indicates that the machine control board does not properly detect water level. The water level sensor is a component on that machine control board. There are other components in that water level sensing system. The air hose is one component. The air hose runs from the electronic control board to the air dome at the bottom of the outer plastic tub. I recommend that you check that air hose and the air dome for possible restrictions or clogs. 

If you find no problems with the air hose and the air dome, then you may have received a defective electronic control board. Replacing that electronic control board a 2nd time may be necessary.
