You can also check the drive belt with the bottom front toe panel removed.

Will a bad heating element cause a dryer not to start if the thermal fuse & door switch are okay?

I recommend checking the breaker first. If the breaker or fuse for the dryer outlet is okay, I recommend checking the voltage at the dryer outlet using the diagram in the second image below. NOTE: You should only check this live outlet voltage if you are completely confident in your technical ability to safely measure it using the multimeter.

If the outlet voltage is okay, you could have a broken drive belt or a bad belt switch that would prevent the dryer from running. The wiring diagram for your dryer is shown in the image below. I recommend unplugging the dryer and checking the belt and this switch.

If this switch is okay, you could have a failed timer contact, a bad drive motor or a wiring failure between components that would prevent the dryer from running.
