Thank you for submitting a question to Manage My Life. I know how frustrating it can be when appliances do not function properly.

I see that you found a problem with your element, which explains the no heat. Now the issue of the dryer not shutting off in timed dry. This is most likely a break in the L2 leg. In order for the timer to advance in timed dry, timer contacts "TM" and "WB" must be closed (see image below). I have traced the L2 leg in blue. No voltage out of the wall outlet, bad motor centrifugal switch, bad timer, or a wiring issue can cause the L2 leg to not make it to the "WB" contact.

I recommend checking the voltage at the wall outlet first. Working with live electrical current can be very hazardous and possibly deadly. Do not attempt these measurements without the proper tools and safeguards. If you are not already sure you can perform these checks safely and competently, refer this work to a qualified professional. I am also including an image below that shows how to check this voltage.

While you have your dryer unplugged, gain access to the timer and check continuity across timer contacts "TM" and "WB". To do this you will leave the dyer unplugged, and remove the wires at "TM" and "WB". Turn the timer to a timed dry cycle and place your meter leads on "TM" and "WB". Your meter should read continuity. if not you need to replace the timer (part number8299779).
