Thank you for your question and I understand your concern.

I don't have enough details in order to have a full and complete understanding of the symptom other than it will not spin. If the motor is running and it drains water then the failure is likely a broken motor coupler. I added a YouTube video showing how to replace the motor coupler if the motor is running and it drains but won't spin or agitate.

If the washer will agitate and then quit running when it reaches the drain and spin cycles, then it likely has a broken lid switch. Here is a YouTube video showing how to test the lid switch once the washer cabinet has been removed. Follow the instructions in the motor coupler video to remove the cabinet.

If the "band" your handyman pulled out from underneath the washer is spongy like a dense foam rubber, it's is wrapped around the brake drum to reduce any brake noise and it will not prevent your washer from spinning.

I do not know what the "seal caps" are. I have not heard of that type of part description on these types of washer. Please clarify what they are and where they mount.
