You can watch THIS VIDEO to get a good reference to how the chain should be put back on the saw. The saw in the video is not the same as yours, but the theory behind the procedure is the same.

Concerning the oiling of the chain. The oil tube may be plugged up or kinked preventing oil from flowing as it should. Also, I show that the cap has a pump built in to it as if you are to manually pump the cap for oiling. I do not show an oil pump so I don't think it's an automatic oiling type saw. It's shown as if you will need to manually pump (vai the cap) to oil the chain.
