I suspect the problem is in the carburetor. If this engine has a choke, I recommend starting the engine. Once the engine starts to surge slowly turn the choke on. If the engine smoothes out the problem is in the carburetor. I suspect the main jet still has some gunk in it. I recommend cleaning the holes in the jet with a wire from a bread tie. Then flush the holes with carburetor cleaner. Then reassemble the carburetor and check the operation. If the engine still surges I recommend replacing the carburetor.
