Why does the new 8192535 agitator for my Kenmore model 116.25614504 vacuum not have the splines like the original did to hold the belt in place?
The part delivered does not match - it doesn't have the splines that are required to keep the belt in place. The person on phone said this is the new "improved" version of the part. I was wondering how will the belt stay on without the splines.

From the model number you submitted the power mate is a model 116.55614504 and the 8192535 agitator is the correct agitator for this model. There were some changes to this agitator and you can refer to the 1st image below for a picture of this.
From the description you give it seems like you are referring to the agitator shown in the 2nd image which would not be the correct agitator for your vacuum.
Most likely you have the correct agitator. You can check the model number of the power mate and see if the number I used above is correct.
I hope this information is helpful to you in resolving this problem but submit another question with any additional details for further assistance.

The replacement agitator it the worst piece of garbage I've seen. I have been sent 2 replacement parts and neither of them are like the original part for my machine. In replacing the part, the belt is too tight, if you are using the original belt part. I am very upset. Is this the best you can do? My part looked like the one on the left. The replacement part is on the right. Because there is no groove for the belt to lay in, it puts too much torch on the end of the wooden brush were it is suppose to fit into the groove on the side. Without there being a place for the groove for the belt, that little amount of difference makes the belt too tight. This will end up ruining my machine. If they have a new generic agitator, do they also have a new generic replacement belt? One that is a little bigger in diameter? This is the worse service I have had.

Thank you for choosing ManageMyLife.com. I understand how frustrating it can be when there is a change made to your original parts. However, as shown on the image below, this change was made to avoid overheating because of debris collecting on the pulley that used to be there. You can purchase your belt at a local Sears store using part number 20-5218 or order it online at www.SearsPartsDirect.com. Sears only carries original equipment manufacturer parts and manufacturer approved substitutions.
