My Craftsman 32cc Weedwacker model 358.791070 no longer starts. When I tried to start it, I felt a slight snap, though the pull cord & return spring are ok.

However, I immediately felt some loss in tension at the end of the pull. Could the problem be from a broken pulley kit, and is that part of the "sim-pul" system? If it is the pulley, how do I get it off & a new one on? Also, is there any way to start the weedwacker just with the pull cord, bypassing the nonfunctional "sim-pul"?

I can understand your frustration over your weedwacker failing to start. I did some research and provided a link to a similar question and answer on our site. I hope this will shed a little more light on the issue until the Expert responds to your question in more detail within 24 to 48 hours.

Check on the flywheel for the little starter pawls. Make sure they are not broken off. I have run across a few of these where the pawl breaks or hangs (doesn't catch) and nothing happens when you pull the rope.

If the starter pawls look good on the flywheel then I would say there is an issue with the starter spring and/or the starter pulley.
