I know that it can be very frustrating to have issues with your washer.  The uL error code is displayed when the electronic control detects an off balance load. This can be caused by overloading, bad bearings in the tub, something between the tub and basket, or an issue with the electronics, just to name a few. This issue can be very frustrating to try and diagnose. The first and second images below will provide the diagnostics testing for this model. You will also need to do this for the F1 error code.  The F1 fault code on this washer indicates that the water level pressure transducer signal is out of range. The pressure transducer air hose tubing being pinched or crimped can cause this. A failed pressure transducer on the machine control board can also cause it.   I recommend checking this air hose for pinches, twists or crimps. NOTE: Be sure to unplug the washer to disconnect electrical power before accessing internal components. If you find no problems with the pressure transducer tube, then the machine control board will need to be replaced. Thank you for your question and I understand your concern. If you are talking about the water inside the bottom of the basket, that is supposed to be there. That is part of the balance system. It's normal to hear water sloshing when you shake the basket. There is a balance ring at the top of the basket which is half filled with water and flotation chamber at the bottom of the basket.

You need to cheek the tub ring. The bearings can make off balance an issue, turn the tub by hand to check for drag. Other possibilities include the suspension. The image shows the suspension.
