Thanks for the information about your washers� water supply not cutting off and the noise issue; sorry you are experiencing these problems.

Based on the description of water not cutting off even when washer is turned off I can say that the water inlet valve will need to be replaced. There are tiny diaphragms inside the valve and if they swell or get debris stuck on them they will stick open and allow water flow. The only way to stop the flow is turning the faucet off.

The noise you are hearing could be from bearings, transmission, motor or the water pump. This would have to be pinpointed to determine source.
