Ok I have figured out it is stuck between cycles. That is the clicking. On older washers that was the timer had a bad spot in it. Is it the same on the new washers? If so, what would that part number be?

Thank you for your question and I understand your concern.

There could be a few reasons why the washer is not filling with any water. First, has the water supply been confirmed up to the back of the washer? Is both hot and cold water valves turned on? If you adequate water supply up to the back of the washer where the hot and cold fill hoses connects and the filter screens inside the hot and cold fittings are not restricted, it could have a faulty power control board, water valve assembly, water level control or loose or disconnected wire in the circuit. If the washer already has water in it and it's not able to drain, it won't add any water. 

There is a test mode intended for the service technician that you may want to try and see if it fills and will drain. See images below.
