I am sorry and do understand your frustration when there is problems with the washer.
 
Glad to help out.   Im  looking at your GE Washer model number  WJRR4170E4WW.

Glad  you tested the lid switch because that could always be a problem.

The next item to look at, that causes the washer not to spin is the belt.   If  you pull the washer out from the wall after you have unplugged it and removed the water inlet hoses.   You can pul it out and lean it carefully agains a wall.   You would be able to see this belt underneath.

Paul - When the water is overflowing, are you putting too many pieces of clothes in it? I have done this a few times before. Also, I ran the washer with a "very" small loaded and put the setting on small to let it run with limited clothes. This helped get the washer "aligned" and I did not have this problem again. Hope this helps.

If the water is coming out during agitation, it may be due to the basket spinning. If the brake assembly is not holding the basket, it will spin the water up and come out of the flood hose.
