washer will not fill during test 09 but fills fine in test 08 I think I need a new water valve is this right? WHDVH626F0WW Ge Washer

From that it sounds like the water valve dose sound like it needs replaced. Test number 08 is testing the hot water, and 09 for the cold. So what I would like to recommend before replacing anything is making sure the cold water supply is all the way open. Also make sure there are not kinks in the water supply hose. If that all checks out the water valve would be the next repair. The part number for the correct water vlave is WH13X10023.

Thanks for the information about your cold water not turning off, sorry you are experiencing this issue.
Based on the description you have provided I think the water inlet valve has stuck open and needs to be replaced.

If the only way you can get the cold water to stop is turning the water off at the faucet behind the washer then the valve is bad. If you can stop the cold water by turning the washer off or unplugging then the problem would most likely be more details and an electrical issue that would need diagnosing.
