The white dots are cause by the DLP chip. The DLP chip is made up of multiple microscopic mirrors. The mirrors are twisted on and off to reflect the light to make the picture. Over time these mirrors get stuck either in the ON or OFF position. Being stuck on the ON position would cause white dots. Being stuck in the OFF position would cause black dots.
