Thank you for a very good question and the updated reply to confirm the model number. I believe you are correct to suspect the drive belt. From what you're describing on this model of GE washer it sounds like the belt needs replaced.

Remember to disconnect power before attempting access.

I am sending you step by step instructions to remove the front panel. Once the front panel is off you will be able to see if the belt is on or not. To install the belt start on the small pulley & work it around onto the large pulley while turning the pulley, the belt will roll on easily.

Thanks again for the instruction. I have opened the front panel. The belt looks intact and in good condition. After I fill the tub with water and let the machine run, nothing is moving. I heard low-pitch buzz/humming sound, which I thought was from motor running.

Thank you for the follow up reply and providing your excellent diagnosis. If the motor is just humming that indicates that the motor is faulty or voltage to the motor is not right. Remember to disconnect power before attempting access. I suggest removing the belt to make sure the transmission pulley moves freely & is not causing the motor to bind up. Be sure to inspect the harness going to the motor carefully before anything else. If the transmission checks good then I recommend replacing the motor with the new motor kit. The motor comes with instructions, clutch & everything else needed. I am sending you the wiring diagram incase you decide to check the motor with a voltmeter.
