Thanks for your question about the Tappan range. I will be glad to help with this.
The oven getting warm but not hot could be a problem with the thermostat or sensor short cycling. It could also be the burner not getting good gas flow or air flow or both. Gas to the burner would come from the gas valve and if it is not opening properly then the flame would be very small causing poor heat.
The clicking but not igniting the top burners would mean either bad spark modules or as simple as needing to be cleaned. A weak spark from the ignition module could cause this as well. Working with gas appliances is very dangerous and it is recommended to have a qualified technician perform service. Try cleaning the top burners and be sure they are set in place correctly.
