Sorry to hear of the issue getting this Troy Bilt to start, I know how frustrating that is to have occur.
If you take the plug out, reattach the boot, then ground the base of the plug to the metal cylinder head, and then have a helper pull the rewind starter, does the base of the plug spark? If so, spark is not the issue.
If you have a clean air filter, it will likely be with fuel. Have you kept fuel in storage for a while without a fuel additive to keep it fresh? The ethanol mixtures of gas don't last as long as they used to, and the carburetor could be gunked up. There really isn't much you can do to clean those carburetors because they are so small, so it will likely need a replacement if the fuel lines and filter look good.

It certainly sounds like a fuel problem with your trimmer. I will attach a drawing of how the fuel lines are to be connected. Make sure you have them connected correctly. Also, check to make sure they are pinched or in a bind anywhere as that can obstruct the flow of fuel.

The carburetor may need to be cleaned or serviced. If anything has managed to get into the jets the carb is not going to do well and you could end up with a situation like the one you have now.
