It can be a real head-ache when a coin-operated dryer will not heat up. While you are waiting for your expert answer, I did some research on the unit. At this time, I was unable to locate information that would be helpful in regards to your question. Thank you for your question and I understand your concern.

The igniter resistance should measure 45-200 Ohms and the thermistor is not provided. If the thermistor is not shorted or open, it is likely Okay. The service manual states to set the Ohm meter to Ohms, and the thermistor should read resistance and not open. It does not state how much resistance at any given temperature.
