I am sorry and do understand your frustration when having trouble with the washing machine.

Glad to help out.   Im  looking at your GE model number s2100e1ww.

 The purpose of te damping strap is like a shock that stabilizes the washer tub when spinning and agitating.  This damping strap could very well be the problem in not spinning but need to look at the belt also which would cause it not to spin.

A:

I assume the water will stop entering the washer when you shut the washer off. If you have to shut the water supply off in order to stop the water flow then you need to replace the water inlet valve.

If the air hose and air dome is clear of any blockages and the air hose does not have any holes, replace the water level pressure switch. The yellow/black wire and the Brown wire must break contact in the pressure switch in order to stop the flow of water. Note: Be sure all the water has drained before reattaching the air hose back to the pressure switch. Also make sure the nipple on the air dome at the bottom of the tub is clear and not restricted. NOTE: Disconnect the power cord from the power source before servicing the washer.
