Glad to help out.   Im  looking at your Jenn-air range model number S176W.
 
Based on your symptom and details I suspect a faulty electronic oven control/clock assembly.   This oven control, I am sorry to report is No Longer Available.  The part number for the board if you can get lucky to find it in one of your favorite computer search engines is 704727.

I am sorry to hear of the F1 error code you are experiencing with the Jenn-Air, I know how frustrating that is to have occur.
The F1 error is typically an electronic control board or keypad (membrane) failure. Unfortunately, both the electronic control and the membrane for this particular model of Jenn-Air have been discontinued and are no longer available.
There may be an option to have the parts from the stove sent in to be refurbished and sent back to you, however, this option can usually take some time. Usually about 3-4 weeks or more.

I am sorry and do understand your frustration when having trouble with the temperature of your Jenn-air range.

There are two items that causes heat for the range.   To hold the temperature inside the oven is the oven sensor.   To get the correct sensor though, I need the serial number of the range.   You say the top burners come on for a short time but don't keep the desired heat?   In that case also what causes the heat to keep going for the top and for the oven is the timer control.
