This will almost certainly be a problem with the carburetor. You'll need to remove the carburetor bowl and clean it out to see if that will take care of the problem. Most likely, you will end up needing to take the carburetor off of the engine and clean it completely. You can click the link below to see a video of how to clean a little carburetor.

I will be happy to assist you. I see that Priscilla V has given you a link to the owner's manual. The manual has the instructions for removing the belt to reverse the tines. I have posted an image below that contains the instructions for replacing the belt. Click on the image to enlarge it. I hope this is helpful.
