Thank you for your question. I'm sorry you are having this problem with the refrigerator. I see you have replaced most of the parts associated with the defrost system. This can be a complicated system to check and may require a technician. If you feel safe and confident with making a voltage check, you can manually place this unit into the defrost cycle and make a voltage check at the board. To place it into the defrost cycle for the fridge section, press power freeze and fridge temp at the same time until it beeps and the display goes blank (8-12 seconds). Then press the freezer button twice, waiting 5 seconds in between punches. Now if the freezer is cold enough at least 15 degrees, you can check the voltage on the board between terminals 7 (or wire) and 9 (white wire) at connection CN70. There should be 120 volts at this check. If it is there, now it will need to be determined if the heating element is working. If the element is not working, it will probably need to be replaced. The element is part of the evaporator and a technician will be required to make this repair. If the element does work, the problem would then go back to the board or sensor.  I hope this will help you. When you have a power outage, many times it is preceded by a spike in voltage. This voltage spike is harmful to electronic controls.

I suspect the control board that is mounted on the back of the cabinet is damaged and will have to be replaced.

I recommend you go to Home Services and get a Sears technician to repair the refrigerator.
