Back Burner won't light. Hotpoint RGB740BEH3WH RGB740BEH3WH Hotpoint Gas range

Sorry to hear of the issue you are having with the rear burner on this model, I know how frustrating that can be to have occur.
You never mentioned whether or not the burner is sparking or clicking when it turned on and in the ignite position.
This issue could be caused by a dirty burner, a missing burner cap, a faulty top electrode, or even the valve switch that turns the gas on for the burner. 
I would start by seeing if it will light when you put a match or lighter to the burner, if so, you can eliminate the valve swith. From there, I would ensure the burner is clean by removing the cap and insert a small finishing nail or something similar into the hole in the center of the burner. Move the nail around to clean the hole. Next, clean the slots on the side of the burner with the same nail. After the burner is clean, install the burner cap. Ensure the burner cap is positioned correctly on top of the burner. 
If this still does not solve the issue, I would suspect a faulty electrode, which is part number WB13K10014.

I am sorry and do understand your frustration when there is trouble with the oven.

Glad to help out.   Im  looking at your Hotpoint model number RGB740BEH3WH.
 
First I would like to let you know that you can go to this website of www.managemylife.com and download a manual free of charge if  you can't find your original manual.  The use and care manual is also part number 049-85075.
 
First try to reset the oven by disconnecting the power,  Flip the breaker switch a coulple of times, waiting at least 30 seconds and then reconnecting power.  If the oven door remains locked even if the oven is cool and the self-clean process has been cancelled.  If the door stays locked, contact our service Sears Crew at 1-800-469-4663 because the door switch mechanism might have met its match.
