Thanks for the information about your range/oven model RGB535GEV5WH; sorry you are having a problem, I will be glad to assist you. Based on your description of the flame not burning properly in the oven section, I suspect that there is either a gas flow restriction in the supply tubing or one of the gas components. If the top burners are lower burning than normal you should check the gas cock and supply tubing for restrictions, call your gas supplier if needed to confirm correct pressure.  If the top burners are working correctly when all are on at same time you can then assume that the issue is not supply to the range but instead an issue inside the range. I would suggest that you start at the burner orifice located on the safety valve and work back to pressure regulator insuring good gas flow to all. Working with gas is dangerous and If you do not have proper tools and testing equipment I strongly recommend calling for service.
