Thank you for your question and I understand your concern.

I do not have a clear and full understanding of the symptom. You say "NO PREHEAT" and I must assume the oven will not heat at all when bake or broil is selected. If the oven is getting the 220 volt supply and both oven elements are Okay; I would suspect a faulty electronic oven control or it may have a tripped/open oven shut down thermostat if the oven quit heating after running a self clean cycle.

The oven safety thermostat/thermal fuse is located behind the oven. The oven will need to be removed and the back panel to access and test the thermal fuse/safety thermostat.

I added an image below with the procedure of accessing and testing the safety thermostat. NOTE: Disconnect the power supply to the range before servicing.

The panel says it is pre heated but both elements are cold. The oven has been putting up a code of OE F3 every so often too. We haven't ran a self cleaning cycle in while. It heated up to 400 degrees and stopped working in the middle of cook buy I didn't know about it until about an hour later when I went to check it.
