Hello Bill. That model of oven has a separate transformer (circled in the parts image below) that could prevent the control from powering up. You can view the parts list and order that part from this page if necessary:  Whirlpool Oven Model RBD306PDQ7 Repair Parts. Be sure that you shut off the house circuit breakers for the oven before accessing internal components and replacing parts.

 

There is also a fuse in most versions of that model of oven even though that part is not shown on the parts diagram. The fuse is part of the harness. I posted information about that fuse in the second image below. You can check that fuse for continuity using a volt/ohm meter (with the house circuit breakers for the oven shut off to disconnect electrical power). If that fuse is blown, then you can order a replacement through this page: Fuse for Control on Whirlpool Oven Model RBD306PDQ7.

 

There is a chance that you have a wiring failure in that circuit that powers up the control. I don't have access to the wiring diagram for that oven at this time. I am obtaining that information from the manufacturer. I will post the wiring diagram as soon as possible.
