A:

Based on you symptom and details, the compressor is not starting due to low voltage, bad capacitior or possibly the compressor is locked.

If the A/C is not cooling and you notice or measure a current spike when the compressor attempts to start, the compressor could be locked up or a bad capacitor. If the compressor will start and run, it should pull approximately 9.2 Amps.

Also, if the voltage supply is low, the compressor will not start.

A:

ECT is seeing an open in that circuit and turning the fans on so as not to overheat and cause any damage. Check the ohm reading of the sensor as it heats up to make sure it is changing.
