Once the deck is removed, you can easily replace the brake arm. The cam roller is used to disengage the brake when the deck is engaged. Once the arm is attached, install the spring to the arm and the bracket to hold tension on the arm. I have included good photos of a fully assembled brake arm with the torsion spring in place in this post directly below for visual help:

What can cause all three colors to not line up and bow in?

I do think you have a problem with your convergence circuit. I know that having a technician come out to your home, diagnose the problem, ordering parts and coming back to install them can run around 200 dollars for the labor. The parts I do not know how to give an accurate estimate because I do not know what is needed. I think you should get some quotes from local repair shops and see how much they charge, maybe taking it in to a shop is a feasible option for you and might run down the cost a bit. I have been seeing a lot of a small fuse opening up in this TV usually caused by a diode that needs to be replaced or poor solder. If this was your case the parts cost would not be high at all. I would get a diagnosis to know what parts are needed and have an idea of the cost of repair.
