Make sure that you have the cooktop hooked up to a 240 volt power supply as described in the installation instructions. Here is a link for that manual in case you need it: Installation Guide for GE Cooktop Model PP975SM2SS.

The controls will work if the cooktop is connected to 120 volt power but none of the elements will heat unless the unit is properly connected to 240 volt power as described in that installation guide.

If you have the cooktop properly connected to the 240 volt power supply, then you should hear the click of a relay on that control board. If you do not hear the relays clicking, then you could have a bad electronic control board in that cooktop. That failure is repairable but it may be challenging to diagnose. The cooktop has 2 control boards that could be causing this problem. There is a power control board (part  WB23T10023) and a relay control board (part WB27T10891). You can view and order those parts on this page: GE Cooktop Model PP975SM2SS Repair Parts. Be sure that you shut off the house circuit breakers for the cooktop to completely disconnect electrical power before accessing internal components and replacing parts.

These initial tips may help you with that cooktop heating problem. If you need more assistance, reply with additional details.

If you get to the point where you need to have a service technician examine the cooktop and repair this failure, you can schedule service through this link: Sears Home Services Cooktop, Range and Oven Repair & Troubleshooting.
