There is a spring that helps the motor pivot on the base, this is how the motor keeps the belt tighter.

Thank you for your question and I understand your concern.

Based on your symptom and details it sounds like the friction/snubber ring is worn out or the base that the friction rings sits is cracked and causing the crack to grind/sand the snubber/friction ring causing the white powdering residue. This is most likely causing your washer to shake/vibrate excessively.

I strongly suggest calling a service technician to remove and replace the snubber/friction ring. This procedure will require removing the tub assembly from the base and it involves extensive labor.
