I am sorry and do understand your frustration when there is water prbolems with the washing machine.
Glad to help out.   Im  looking at your Maytag Washer model number MVWB400VQ0.

Sounds like to need to replace the water valve on the back of the washer.   1st off though, grab a bucket and then take off the hot and cold hoses on the back of the machine.  Look on the screens weather on the hoses or on the inlet valve and see if there is some build-up of calcium that just needs to be scraped away.

Fills but won't wash MVWB400VQ0 Maytag Residential washer

I suspect and will opine that if the lid is not locking, it's likely that the issue you are experiencing will be the lid lock switch. If the unit cannot lock properly, it will fill with water and then do nothing afterwards. This is one of the more common issues that a washer can experience. 
If it appears that the lid lock switch is operating properly, it could be a motor issue, an electronic control issue, or maybe even the pressure switch hose issue, which connects from the tub to the motor control.
Typically, the machine will provide you an error code identifying the issue it's experiencing. Did you see anything like F1 or LID? If so, that will help you to identify the exact issue occurring. 
In regards to the fabric softener not working, they will need to periodically be cleaned. There is a plastic/nylon connector on the base that can get clogged that may need to be cleaned out, and sometimes the hose can get clogged or pinched. You may have to pull it out and do a thorough cleaning.
