I am sorry and do understand your frustration when there is problems with the dryer.
Glad to help out.   Im  looking at your Maytag dryer model number MEDC400VW0.
The tricky part is undoing the control panel.   Please look at the picture below and look at key number 6 under the control panel.   Those are clips that if you take something like a putty knife and push in on, then you can release the control panel.   There are clips on both sides.   Push in the clips then you will see the screws you need to remove so you can see that your belt is either stretched or broken since the dryer is not turning.

If you can stick your hands in the dryer, (be very careful) and grab the fins.  If the drum will turn then you will know the drum hasn't frozen on the shaft), that you will almost 100 percent know that  you need a belt.

The timer should advance eon other settings, since it’s not I would suspect that you may have a bad timer. I would suggest replacing the timer to see if that would fix the issue.
