How to diagnose if the failure is the control board or the control panel?

A:

I added the technical information needed to test the control panel button functions. Your control buttons are located on the front so be sure to use the Membrane Readings for the Front Only Controls. You can test the Start button by checking for continuity between pin 10 and pin 6 at J1 connector. Disconnect the J1 connector from the control board and measure the resistance with an ohm meter across Pin 10 and 6 while pushing and holding the Start button. If the Start switch is making, the ohm reading should be 10,000 ohms. See information in the image below. You also should check the door switch operation too. You could have a door switch not closing too preventing your dishwasher from starting.

A:

Try to reset the control by shutting off the house circuit breaker for the dishwasher. Leave the power off for 5 minutes. See if the control works properly after restoring electrical power.

Your details seem to indicate that you have the tech sheet for that dishwasher. A portion of that document is shown in the image below. The key dance that you are describing should start the manual function test that is shown in the image. Be sure that you are firmly pressing down on those buttons. The entire key dance should be completed within 8 seconds. If the control will not enter that test, you can try to enter the Field Service Test shown below.

If you cannot enter either of those tests, then you can shut off the house circuit breaker for the dishwasher and test that membrane keypad as shown in that image. You may have a bad button on that keypad.

If the buttons are okay, then you will probably need to replace that control board since it is not operating properly.
