Thank you for your question. It appears you have done a nice job checking this in the service mode. In this mode, when the damper does not move, you will need to make a voltage check, to determine the cause of the problem. Only make this check if you feel confident that you can safely make a voltage check. First disconnect power to the unit. Now, place your black meter lead on the red wire at the damper and leave it there and alternate the red lead between the yl/rd and bu/rd wires. Reconnect the power and in test 6, check if the voltage is alternating back and fourth between the yl/rd and bu/rd wires. If the voltage is changing but the damper does not move, the damper will need to be replaced. If the voltage does not change unless you move the wires, it will indicate a poor wire connection.
