Thank you for your question.  The water level system consists of three parts.  The 35-3691 Water level switch, the clear plastic hose and the air dome.  As the washer fills pressure travels up the hose to the pressure switch. 

If the hose is kinked or has a hole then the pressure will not trip the water level/pressure switch.  This is rare and more likely the pressure switch is bad.  You can remove the panel on the back of the console to access the pressure switch.
