I know that it can be very frustrating to have issues with the new parts for your refrigerator. From what you are describing, it sounds like the damper may be defective. To check this, disconnect the power for 30 seconds and reconnect it. Open the door and watch to see if the damper opens and closes. This is a self check test the control goes through on power up. If the damper does not open and close and no error code appears, it will indicate the control is sending power to the damper but it's not operating.
