I do see that there is a vent in your dishwasher that could be blocked or broken causing your unit not to heat.

Sometimes the new floor can affect the installation of that dishwasher when it is moved back under the counter. Make sure that the dishwasher is still level. The procedure for checking that issue is shown in the second image below. Here is a link for the full installation guide in case you need it: Installation Instructions . Check the installation guide for any other potential problems that could have been caused by installing the new floor.

If the technician found that the cause of the leak was a cracked vent, I don't recommend that you replace the whole door panel. The image below shows how you can access the vent and replace just that part. I recommend that you use a revised vent part MJZ61841501 in that dishwasher. According to your serial number, that revised vent will help prevent any leaking of water assuming that the dishwasher is leveled properly. Be sure that you shut off the circuit breaker for the dishwasher to disconnect electrical power before accessing internal components.
