Why aren't the refrigerator temperature lights working in my LG refrigerator model LBC22518?

On this model of LG refrigerator, the refrigerator control lights being off and freezer control lights being on usually indicates a fault code. If all of the freezer control lights are on except 6 and 7, then the fault code indicates a problem with the evaporator fan in the freezer.
