The most likely cause of this failure is the water level switch. If the contacts inside the switch are closed the machine thinks that tub is full of water and will start to agitate.The part is located here for your convenience. You can remove the hose from the water level switch at the water level switch and test by starting a fill. If the washer begins to fill the problem exist in the hose or the tub. Check for blockage. If the washer does not fill and starts to agitate then the problem is most likely the water level switch.
