 Thank you for your question and I understand your concern.

Yes, the lower spray arm will be somewhat loose and should spin easily. The spray arm could cause a leak if the spray arm is split or cracked or if there happens to be a partial blockage in one of the little holes. If too much detergent is used and it creates suds/foam, it can also leak. 

If the water temperature is too hot (150 degrees) or higher, it can cause a thermal expansion and blow some water out at start up too. You can check the hot water temperature at the sink by running the hot water for at least one minute. Place a thermometer in a cup and check the temperature as the water is running into the cup. 

If the dishwasher is filling with too much water, this could be caused from an incomplete pump out due to a restriction or it could be cause by too much suds which will cause water to remain the tub.

If the water inlet valve happens to stick open or not shut off completely, it can overfill and leak.

Thank you so much.........I have basically figured it out by trial and error. It is difficult because the replacement part is not identical to the original part! I have it together except for the "cup shelf" which I never have used anyway! It sure would help to have directions available either online or included with the part!!!

It is so frustrating not to get instructions with the rack. Once you the wheels snap into place it seems simple but before that everyone scratches their head.

I did find a similar rack with instructions. See the image below.

Hi. I am having the same problem with part W10311986, which I bought in March 2013. I cannot clearly see the image from Fred M EXPERT November 18, 2010, and cannot read the text at all. Now that 2.5 years have passed, maybe you now have a higher resolution image to share? It is a problem with the flex rack and its clips. I cannot figure out how this one clip fits anywhere. I have added my photo of this piece. It is one clip, but shot in two different positions. Thank you! Margaret
