Hello Curtis. Check to see if the compressor is running. If that compressor is running constantly and the freezer will not cool properly then you likely have a sealed system problem. A service technician will need to diagnose and repair that type of failure since it would involve the recovery and recharge of the refrigerant (Freon). If the compressor is cycling on and off to maintain that temperature of 27 - 28 degrees in the freezer, then you could have a bad thermostat (part 1113466).  That component senses and controls the temperature in the freezer. You can order that part from this page: Thermostat 1113466
