The main issue that refrigerators have when they run all the time would be the door gaskets. The door gaskets being bad will also give you a lot of the frost you talk about. I would check the door gaskets for any cracks, rips, or tears. Also with a dollar bill place in-between the door gasket and fridge, shut the door, and try and pull the dollar out. If the dollar comes out easy then they need to be changed.

Thanks for the inquiry about your refrigerator model KSSC48QMS01; sorry you are experiencing a problem, I will be glad to assist you. Based on your description of the noise coming from the machine compartment I believe you are hearing the condenser fan motor. If the bearings on this motor wear out the motor can make a chirping sound, It will sound like a bird at times and there also can be what sounds like beeps also emitted by the motor.This will have to be verified by an inspection of the fan motor and other components in the machine compartment.  If you choose to make this assessment yourself just remove the front cover and get close enough to pinpoint the source of the sound. I will attach a link to the Condenser Fan Motor here should you determine it is the problem and you choose to replace it yourself. I'm not sure what your question is but I think you mean the evaporator motor is not running. That it's making a beeping sound and maybe a flash in the display.
