The fill tube can be freezing shut, not allowing the icemaker to make ice. 

Moisture accumulation in fill tube may freeze and will freeze shut with subsequent icemaker 
fill cycles. 
 
Replace the existing fill tube with Fill Tube and Heater Kit # 4389174. The kit contains a fill tube heater assembly with other required components.

Thank you for your inquiry on your Kitchenaid Refrigerator, Model: KSRG25FKST16. From reviewing the details on your model, if the water dispenser is working, your symptoms point to a failure in the dual water valve, the wiring or the ice maker module. If you are able to safely check the voltage at the water valve, you can manually cycle the ice maker module and see if the valve is getting voltage. If it is, then the valve will apparently need to be replaced. If the valve is not getting voltage, then you will need to check the wiring and the module.

Safety Warning: Before beginning the repair, disconnect the direct power supply to the refrigerator to prevent the risk of injury or any electrical shock.

I have attached the instructions to test the icemaker module itself. 

OPTICS DIAGNOSTICS MODE CHARTS

NOTES:

1. Optics Diagnostics will not respond:

• For 5 minutes after the ice maker begins a “harvest” cycle. To reset the control, wait until the ice maker “parks,” then unplug the refrigerator for 5 seconds, and repeat the test.

• While the control board is running self-checks. Reset the control, as above.

2. The ice maker control must be in the “ON” position.

 

3. The ice bin must be on the door and the ice level below the notched openings.

If the testing does not work then you will need to replace the icemaker itself.
