A:

The 7 blink error is a horizontal deflection. The components you have listed could fix the issue, but could require some additional parts as well. The components would have to unsoldered and new ones soldered back into place. The electrical circuit would need to be discharged because of the high voltage prior to being worked on.

Note: Working on a TV can be difficult due to the high voltage circuits inside. Always remember to unplug any TV before trying to work on it.
