I am so sorry to hear the charcoal filter is missing and that the internal top panel is dirty and greasy. I can understand how that would make you queasy. I will be happy to help you with this. 
 
The good news is that the charcoal filter actually filters the air venting back into the house, not in the microwave itself. Its main purpose is to remove cooking odors since the air doesn't vent outside. The greasy build up is most likely because the filter is missing. It also sounds like the previous tenant(s) didn't clean or change the filters and vents on a regular basis. There is a product made specifically for cutting through that grease and grime build up. It is called Micro-bryte. It made to use in and around microwaves. Because it is used in microwaves it is non-toxic - you do not have to worry it about chemicals contaminating your food. It is also safe to use on all of your other kitchen appliances and counter surfaces. (I like to use it in the refrigerator.) I have included the blue link below for you to order the cleaner. 
 
 
You mentioned that you have already ordered the charcoal filter. Since it doesn't sound like the previous tenant(s) maintained the microwave, I recommend you replace the grease filters. I have included that blue link for you.
