My GE Microwave Model JVM1650AB 001 made 5/99 won't heat. Lights on microwave went out (power was on) then came on. Everything works but it won't heat.

You can try unplugging the microwave to completely disconnect electrical power for 3 minutes. Plug it back in and see if it will work properly. Although this rarely works, it is worth a try. This tactic will reboot the control board and sometimes will restore the microwave to normal operation if the control board was frozen up do to experiencing a power surge through the electrical lines.

The link of a previous answer from Maira E that is provided above correctly points out that this is likely an internal fuse that is blown. You could also have a failed control board or a number of other failed components. As pointed out in the previous answer, microwaves are inherently dangerous to service and you would need to have a service technician fix this unit if you were going to keep it. Based on the fact that it is over 10 years old and at the end of its average useful life, I recommend that you replace the microwave instead of having it repaired.
